Democrats Draw the Line

Senate Majority Leader Chuck Schumer (D-N.Y.) and House Democratic Leader Hakeem Jeffries (D-N.Y.) announced Thursday that their caucuses will not support a short-term government funding measure unless Republicans agree to protect health care programs. Speaking at the Capitol, Schumer warned that GOP proposals are “not good enough for the American people” and accused Republicans of decimating access to care.

Jeffries echoed the position, stating Democrats are “together in defense of the health care of the American people” and refusing to support any deal that continues cuts to medical programs. Their firm stance increases the likelihood of a shutdown when current funding expires Sept. 30.

Clash Over ACA and Medicaid

At the heart of the standoff are two issues: the enhanced Affordable Care Act (ACA) subsidies and Medicaid spending. The ACA subsidies, set to expire at the end of 2025, lower premiums for millions of Americans and are vital ahead of the Nov. 1 open enrollment period. Without renewal, the Kaiser Family Foundation estimates 22 million people could see significant increases in their health insurance costs.

Democrats also object to nearly $1 trillion in Medicaid cuts enacted under the “One Big, Beautiful Bill Act,” signed into law by former President Trump in July. They warn the reductions threaten small hospitals and community clinics nationwide. Schumer emphasized that rising health care costs are a primary driver of household financial strain, making the cuts unacceptable.

Republicans Hold Firm

Republican leaders have shown little willingness to compromise. Senate Minority Leader John Thune (R-S.D.) dismissed the idea of extending ACA subsidies through the stopgap measure, closing off a key Democratic demand. GOP lawmakers argue that budget discipline requires the cuts enacted earlier this year and that Democrats are trying to leverage a crisis for policy wins.

The impasse sets the stage for a high-stakes confrontation as Congress races toward the funding deadline. Without an agreement, federal agencies will face a shutdown beginning Oct. 1, leaving health care programs—and millions of Americans—caught in the crossfire.
