
A man suspected of breaking into an Annandale, Virginia, apartment and attempting to kidnap a 4-year-old girl is an illegal immigrant.
The incident occurred in the early morning hours of June 15, 2023. Fairfax County Police said officers responded to a home call that reported a burglary and an attempted kidnapping of a child.
When officers arrived at the scene, the 4-year-old’s mother said she woke up when she heard her daughter crying and saw that the window in her room was open. The child told her mother that someone grabbed her and then ran away.
According to investigators, a fingerprint revealed that 24-year-old Hyrum Baquedano Rodriguez was the man who tried to kidnap the child. Police arrested Rodriguez a day after.
Rodriguez was arrested and charged with burglary of an occupied dwelling and attempted abduction of a juvenile. He is currently being held in jail with no bond.
Immigration and Customs Enforcement (ICE) officials say Rodriguez is a citizen of Honduras and described him as an “unlawfully present noncitizen.” Officials say he was initially encountered by U.S. Border Patrol in Yuma, Arizona on Aug. 25, 2018.
According to an ICE spokesperson, U.S. Border Patrol issues Rodriguez a Notice to Appear (NTA) in immigration court.
On Oct. 29, 2018, an immigration judge with the Department of Justice’s (DOJ) Executive Office for Immigration Review in Eloy granted Rodriguez a $15,000 bond. On Jan. 22, 2019, he bailed out of custody.
Officials say ICE’s Enforcement and Removal Operations (ERO) in Washington, D.C., placed immigration detainees on Rodriguez in November 2021, July 2022, November 2022, and February 2023.
ICE officials say the Virginia-based detention center ignored the detainees and released Rodriguez on all occasions without notifying them. Officials say another immigration detainer was placed on him on June 24, 2023.

“I’m traumatized to be quite honest with you. She is 4 years old,” the victim’s mother told FOX 5. “It’s not that she’s not comfortable, but you can tell there are signs of trauma that’s left behind from this, and I’m going to have to get her some type of counseling as well as myself.”
